U.S. Import Audit Preparation and Customs Compliance
By John D. Goodrich
This book helps readers understand import regulations and customs' audit procedures and helps them develop practical business processes and controls for surviving a Customs Focused Assessment (audit).
This manual is not intended to be read or presented in a linear fashion, cover to cover. While the sections are organized in a logical order, the contents of each section should be treated as a grouping of practical guidance and technical reference materials.
The book is organized to help answer the questions:
- Why do audits exist and why are they important?
- What is a customs audit?
- How does the process work?
- What is Customs looking for?
- How can a company prepare for an audit?
Section 1 – U.S. Import Trade Compliance
This section presumes that the reader has some previous experience with and knowledge of U.S. import regulations. Nevertheless the publication reviews some of the fundamentals of U.S. import regulations. It summarizes the importer’s chief compliance responsibilities and reminds the reader of the authority U.S. Customs and Border Protection has to enforce its regulations. The focus of this section is to emphasize the reasons for customs audits and why a company should take an audit seriously.
Section 2 – U.S. Customs Audit Procedures
This section answers questions regarding what a customs audit is and what the importer might anticipate experiencing during the process. This section includes examples of customs audit checklists and interpretive tools. Within this section the reader will learn that audits, while dealing with historical accuracy, are also about the compliance controls an importer has in place within its organization.
Section 3 – The Compliant Import Organization
This final section provides practical guidance and suggestions for improving trade compliance within an organization. It answers the final questions regarding how a company can prepare for a customs audit. It also includes a template for creating an import policy and procedure manual.
